Why are Pittsburgh Steelers associated with steroid use?

It must have been true but you have to understand that administration of steroids was not banned. Why are the Pittsburgh Steelers blamed, if intake of steroids was allowed?
Jim Haslett told the New Orleans Saints that the Steelers had won many times in 1970s and in 1980s due to steroids. According to this coach, the players of the team became much more powerful due to administration of steroids.
But it is important to be careful here. The Pittsburgh Steelers were not the first football team that took steroids and other medications that enhance performance. There were other teams in professional football that applied steroids even in well-organized way.

There was another team that had to be condemned for this factor. The San Diego Charges took steroids before the Pittsburgh Steelers in 1960s.
Although the Pittsburgh Steelers administrated steroids in 1970s, it is impossible to claim that they won due to steroids. There were also players of other teams who used these preparations too. Nonetheless, the Steelers were successful!
