It is unclear whether Jose Canseco will join the “Tigres de Quintana”

Jose Canseco, a former player of the Major League Baseball, refused to submit to a test for steroid, when he tried to return to the Mexican Baseball League. It was earlier reported that the “Tigres de Quintana” of Cancun provided him the 2nd  chance and invited him to play.
This baseball player refused to submit to analysis for steroids which had to be conducted by officers of the Mexico’s National Commission for Physical Culture and Sport (CONADE). CONADE represents government agency that controls Olympic sports in Mexico.
The CEO of the “Tigres de Quintana”  Cuauhtemoc Rodriguez Meza proclaimed that Jose Canseco would not be allowed to play for the team because he had acknowledged that he used prohibited medications.
Jose Canseco acknowledged that he was on testosterone replacement therapy under supervision of a doctor in the US. He noticed that he was on TRT since 2008. Jose Canseco was not surprised by the requirement to submit to steroid testing. This person wrote on his Twitter account last month that the Minor League Baseball would perform testing for forbidden medications.
It is known that  an athlete is allowed to use steroids for TRT and take part in competitions, if he/she has obtained a therapeutic use exemption (TUE). A TUE allows administration of banned substances, if it is justified by medical conditions.
It is obvious that Jose Canseco has prescription from his health care provider that supports his condition which requires being TRT. But he doesn’t have any TUE for usage of testosterone.
Canseco has openly reported that he had a prescription from his physician to take testosterone as a part of testosterone replacement therapy. He noted about  this condition in a documentary in 2008. He noted that he discontinued applying illegal steroids and had low testosterone production which was provoked by steroids. Then his doctor prescribed him using a testosterone gel in order to be relieved from adverse reactions of steroids.
You observe that Jose Canseco’s usage of steroids is justified because he has medical support for application. But since he doesn’t have any TUE, it is unclear whether he would play in the team that has steroid testing.
The CEO of “Tigres de Quintana” noticed that he had known that Canseco was receieving TRT but he invited him to play, just obtaining a TUE.
